(3)

QB/T 5208-2017"White light source color rendering evaluation method"

The main content of the standard: This standard specifies the calculation method for evaluating the color rendering of a white light source using two measurement parameters, including the color fidelity index Rf and the color gamut index Rg. This standard applies to indoor and outdoor lighting-based lighting levels, to the general lighting of white light sources and lighting systems.

(4)

QB/T 5209-2017"Integrated LED Lamp Performance Requirements for Decorative Lighting"

The main content of the standard: This standard specifies the product classification and naming, requirements, test methods, inspection rules, markings and packaging requirements for integrated LED lamps for decorative lighting. This standard applies to non-directional integrated LED lamps used as decorative lighting in homes and similar places, integrating LED light sources and stable lighting components. The scope of application is as follows: rated voltage AC220 V, frequency 50Hz; adopt screw type lamp holder conforming to GB/T 1406.1 or bayonet type lamp holder conforming to GB/T 1406.5; external dimensions meet the requirements of GB/T 7249, the maximum diameter of the lamp shape Not more than 50 mm. Any lamp that meets the requirements of this standard shall be able to start up and work normally under the condition that the ambient temperature is between -20°C and 45°C within the range of 92% - 106% of the rated supply voltage or within the nominal operating voltage range.

"City Lighting Contract Energy Management Technical Regulations" Begins to Be Implemented

On July 1, 2017, the “Technical Regulations for Energy Management of Urban Lighting Contracts” promulgated by the Ministry of Housing and Urban-Rural Development of the People's Republic of China was formally implemented. The "Procedures" is jointly organized by the China Urban Science Research Association Low Carbon Lighting Research Center, Shanghai Street Lighting Management Center, Shenzhen Lighting Environmental Management Center, Nanjing Street Lighting Management Office, Suzhou City Lighting Management Office, and Lianyungang City Lighting Management Office. Changzhou City Lighting Management Department, Ministry of Industry and Information Technology Electronics Fifth Institute, Fangyuan Mark Certification Group Product Certification Co., Ltd., and other city lighting energy units, research institutes, energy service companies, third-party testing and certification service agencies, etc. Jointly developed industry standards. The implementation of the "Regulations" can provide important technical support for relevant standards and policies at the national level. It has targeted the implementation of the implementation of contract energy management at the implementation stage, further improving the operational management level of China's contract energy management projects, and promoting urban lighting energy conservation. Technological optimization has played an important role in the scientific, healthy and sustainable development of energy-saving service industries.

This "Procedure" is the specific implementation and implementation of the national energy conservation strategy and urban lighting energy conservation strategy and policies, and through the standardization and standardization to ensure the effective implementation of the new operating mechanism of "sharing investment risks and sharing energy-saving benefits," Energy use units at all levels and energy-saving technical service organizations participate in the "green and low-carbon lighting project." According to reports, the "Regulations" comprehensively considers the characteristics of contract energy management projects and the characteristics of urban lighting contract energy management projects, from the aspects of industry-related terms, basic regulations, energy-saving technologies, energy-saving assessment, energy-saving measures, energy-saving benefit sharing, etc. The lighting contract energy management work made technical guidance, clarified the implementation procedures and technical requirements for the city lighting contract energy management project, and focused on researching and standardizing the project energy saving measurement methods and certification standards to ensure safe and efficient operation of the project. The achievement of the goal of project quality, guaranteed energy savings and energy efficiency, and the formation of a win-win situation in which energy-using units, energy-saving service companies and financial institutions can all benefit.

"Guiding Standard for Maintenance Costs of Urban Lighting Facilities in Zhuhai City (Trial)"

At the beginning of July 2017, the Municipal and Forestry Bureau of Zhuhai Municipality of Guangdong Province disclosed that the Bureau organized the Urban Construction Facility Management Center to carry out the preparation of the “Guiding Standard for the Cost of Urban Lighting Facilities in Zhuhai (Trial)”. It is reported that after the implementation of the "Guiding Standard," it will provide a reasonable reference for the protection of the 12,000-inch LED street light and the scientific custody funding basis to ensure the level of LED street light maintenance. It is understood that Zhuhai City has promoted the use of LED street lamps since 2012, and the LED street lamp renovation work has basically been completed. The number of LED street lamps newly built, transformed, and applied in the city has reached more than 120,000. As the national, provincial (municipal) and related industries have not yet issued corresponding LED street light maintenance funding guidance standards, and the current implementation plan for the maintenance of traditional street lights in our city is implemented in 2011, its cost standards relative to the current price and labor Low. In order to provide relatively reasonable expenses for the daily maintenance of LED street lamps, and provide a scientific and reasonable reference basis for the compilation of departmental budgets by various districts and relevant custodial units, the Zhuhai Municipal Administration and Forestry Bureau has organized the “Guiding Standards”.

It is understood that the guideline for the trial application period is tentatively set to be three years. After the country or industry has issued corresponding indicators, it will be adjusted according to the circumstances. Various districts in our city can refer to their actual conditions for implementation. For example, different operating conditions on islands and land, different labor costs, and different material transportation costs, the unit price of conservation can be appropriately floated according to the actual situation. The city lighting maintenance work mainly includes power distribution facilities, line facilities and lighting facilities. Its maintenance requirements such as the normal operation of the power distribution equipment, reliable power supply; circuit facilities must be smooth, complete line and accessories complete; lighting facilities, city lighting lighting rate of 98% (national standards for 97%), lamps, light poles, The access doors and grounding devices are complete, and the facility availability rate reaches 98% (the national standard is 95%). It is understood that the traditional lamp maintenance cost of sodium lamps (including traditional lamps and lanterns) is 310 yuan/year. The LED street lamp warranty period (excluding lamps and lanterns) is 270 yuan/year. The LED lamp is maintained during the warranty period. The unit price standard is 405 yuan/year (including the replacement of light bulbs and power supply and labor costs, mechanical fees, and material costs, etc.). Annual maintenance cost standards for flood lighting and landscape lighting shall be calculated based on 5%-10% of the single-item lighting project settlement price.
